BAE Systems in Saudi Arabia strengthens safety culture as IIRSM Course Delivery Partner
The IIRSM Ambassadors Network has developed the IIRSM Organisational Risk Map (ORM), which shows how risk in one part of an organisation can impact another, either positively or negatively, and how risks external to the organisation (in the macro-environment) also impact those risks.
The ORM will give our community greater awareness of risk interconnections, along with practical prompts to help them evolve their approach and influence positive change across their organisations.

Jonathan Gawthrop
Jonathan is Group Chief QHSE Officer for leading FM Company OCS, responsible for the development and delivery of QHSE strategies for this global organisation. A British Safety Council Sword of Honour winner, in 2021 he achieved the world first certification to ISO 45003 and was awarded the Sir George Earle Trophy by RoSPA in 2024. A Fellow and Ambassador of IIRSM, he received their Presidents Commendation in 2023. With master’s degrees in Organisational Behaviour Change and in Health Research, Jonathan is a Board Trustee for the Society of Occupational Medicine along with the British Safety Council and is Chair of the MIND charity Mental Health at Work Leadership Council.
Hugh Maxwell
Global Risk & HSE Transformation Leader, Maxwell Safety Limited
Hugh is an internationally recognised Risk and Safety leader with over 35 years of executive and advisory experience across high-hazard industries including molten metal, offshore energy, subsea and salvage operations, mining, manufacturing, petrochemicals, and major infrastructure projects.
Working across more than 80 countries, Hugh has led complex risk transformation programmes, recently supporting large-scale offshore and subsea projects in the Baltic Sea, delivering zero-LTI outcomes through integrated ISO-aligned management systems, strong contractor governance, and leadership engagement in multi-vessel environments.
He has held senior leadership roles with Vesuvius PLC, Spirax Sarco, Chubb Risk Advisors, Foseco, and ESAB, and received the IIRSM Excellence Award for Best International Risk Initiative. A Fellow of IIRSM, IOSH, the Chartered Management Institute, and the Institute of Leadership, Hugh is an IIRSM and NEBOSH Ambassador and a three-time IIRSM Mentor of the Year.
He currently chairs the IIRSM Fellowship Recommendation Panel and mentors safety and risk leaders globally.
