Frank Higgins is a seasoned Health, Safety, and Environment (HSE) consultant with over twenty years of experience in heavy industries such as cement, quarrying, construction, and manufacturing. A Fellow of the International Institute of Risk and Safety Management (IIRSM) and a Graduate of the Institute of Occupational Safety and Health, Frank has established a prominent reputation in the field of HSE and Risk Management, particularly in the Middle East and Africa. His consultancy, Safety Environment Risk Enterprise Ltd, specializes in creating customized HSE and Risk solutions, focusing on promoting a positive safety culture that values reporting over blame.
I have been instrumental in driving transformational change programs, mentoring employees, and developing strategic HSE initiatives for multinational companies. His approach emphasizes collaboration with clients to maximize production efficiency and enhance operational safety.
